Welcome to the forum!

Um.....what? Is that you Sarah Palin? About as confused as when she speaks. Do you mean your house fan or the fan on your computer? What does F11 key have to do with your fan?

Can't wait for a response.

Yeah, clearly you need to provide the make and model number of your computer. My guess is this is notebook, but I too don't understand what F11 would have to do with the fan.

Yes most notebooks will not let you have any control over the cooling fan as it would be far to easy to mistakenly burn up your GPU and or CPU. I would try to blow out the dust its possible that you could have a blockage making you think the fan isn't running or actually stopping your fan from running. If all that's good to flow, and the fan still does not run, you would be having a hardware issue either a bad fan or Motherboard. Possibly a BIOS upgrade might bring it back not likely though.

go to Settngs > general > here you can see the silent mode set it to OFF ( if it set to OFF by default then it could be a hardware problem )

I also recommend you monitor your temperatures. Speccy (from the makers of CCleaner) is excellent and now includes a System Tray/Notification Area icon for full time monitoring. Or CoreTemp is also great.
