Solved Laggy Mouse....

So i ran into this trouble before an i did a system recovery a DAY before a windows update an it seemed like the issue was gone,today my laptop auto restarted an installed the windows update an BAM mouse is laggy as heck,my track pad mouse is BAD LAG to the Bone,do a few circles an its still doing circles. an my wireless mouse(which i need for gaming) is really jumpy an annoying.its not on a game its happening on my desktop my web-browser an on my games,so its clearly not the games itsself,an i was wondering if there is a LEGIT Fix to this annoying issue,im going to do system recovery again in a good 10-20 mins because honestly this is the most annoying bug ever.
