QWERTY Keyboard Disabled at logon screen

I have tablet and the only keyboards I can use are the split keyboard and the one keyboard the does not have the numbers on the top row. The QWERTY keyboard icon is there but is greyed out. I cannot add any third party programs. It is windows 8.1 Enterprise. The password complexity rules make it very difficult not to use the QWERTY keyboard.

Sorry it has been so long getting back to this post. It is a GETAC F110 Tablet. It came from the manufacture with a QWERTY keyboard option available at the logon screen but is grayed out. I have alos re installed windows 8.1 enterprise build 9600 on a couple and the option for the keyboard is not there. What I would like is to make the keyboard available and be able to use it(not grayed out). Thanks Jay.

I did not ask what OS you are using. Since this is a tablet, it would have a software style keyboard built into the tablet. If you are using a third party keyboard with it, you need to contact Getac about the issue with their device.
