Check the BIOS, does it recognize it as 16GB ? Something may need to be set there in BIOS.
This is Quad channel system, sure RAM is seated next to each other, not one in one and one in another across from it.
What originally came with system with the RAM.
Try re-seating the RAM again, also chance one is bad. Did check motherboards QVL list to make sure RAM works well and right specs for this board ? Fill in system specs here, more of us can get a better idea and list RAM brand and specs used.
