Overlocked to 4.5Ghz but maximum speed only hits 4.41 Ghz

FX 6300 overlocked from 3.5 to 4.5Ghz but windows shows that the speed never goes above 4.41Ghz


The utilization is at 26% in the screenshot below but I've had it at 99% and still didn't peak above 4.41Ghz.


What do you guys think?

Personally, I don't trust the values of Task Manager when it comes to CPU. Earlier when I had Windows 8, my CPU maxed out at 3.0GHz (Due to Turbo Boost) and it was visible in the Task Manager, but when I installed Windows 8.1 , the Task Manager shows my default speed (2.4GHz) and does not show that my processor is being overclocked due to Turbo Boost.

But, when I run CPU-Z , I see that my CPU Frequency goes till 2.996GHz which is very close to 3.0GHz . I would suggest you to check CPU-Z for a more accurate reading.

Another question is how you OCed ? Did you leave anything on auto ? Voltages, power saving etc. ? All of these ca slow processor down. LLC can keep voltage down and so it would limit OC to some extent.

IF it shows correctly in CPUZ Bench Test it should also show correctly in Windows Properties. I have same issue.

As an after thought 4.5 GHz could be your target speed. CountMike makes a valid point about leaving something in "auto" mode in UEFI. IF your stock speed is 3.5 GHz you're already achieving an excellent o.c. I'm curious as to what sort of cooling you're using.
