Colors different on desktop than in Photo Viewer and PShop

I'm at a loss here. After looking everywhere I could I still have different colors on my Windows desktop and in Photo Viewer and Photoshop. I load an image and set it as the background on my primary monitor, an Asus ProArt PA246Q. Then I load the same image in Photo Viewer and they're totally different. I've set the monitor to display sRGB IEC61966-2.1 and set the same color profile in Photoshop and I think I've set the same color profile in Windows. However things still look radically different Monitor Test.jpg As you can see, the reds are totally gone, saturation is very low.
Any help I would so appreciate.

Most likely you will need to calibrate your display. Desktop is always going to be different from what you see in various programs.

I have calibrated the desktop several times with a Huey Pro, do you have a suggestion of something else to use?

Nothing else, other than what I stated, that colors inside programs like Photoshop, etc, are going to appear differently than what Explorer shows for the desktop.

If you want try calibration in control panel under Display. Make adjustments to monitor settings. Some monitors are pre calibrated.

I don't have an answer for you, but I can say that the same application MS Photo Viewer on mine gives the same colour rendition as the Windows desktop.

You clearly must have done something to the way Applications display a colour.

It's obviously not the monitor calibration. Windows desktop and the Application are using the same display screen, so any calibration would affect both the same.

In the Windows Colour Management I have changed nothing, basically because I only understand colour profiles, and a few basic things about colour calibrating a monitor like gamma, RGB adjustments, black levels etc.

The Devices Tab I follow, but the other 2 Tabs All Profiles Tab, and Advanced Tab are beyond me i.e. left on the defaults.

I can see from Windows that I have calibrated the monitor and the sRGB profile has been modded, and indeed I have gone thru the Windows colour calibration, the Printer is set to sRGB.

However there is at least two things here involving colour calibration.
1. Windows, and 2. The Graphic Card Driver.
I don't use Photoshop but that might introduce yet another layer for colour calibration, some Applications do.

A simplistic person like me would uninstall Photoshop and see what happens. You can see where I'm going with this, trying to find the right area.

Those are my simplistic thoughts FWIW.
