External devices wont show up on computer

Sorry, very new at all of this. I have a Dell Inspiron 660 PC w/windows 8.1 no matter what I plug into the usb port I cannot find it on my computer. I hear the connect/disconnect sound, but can't find anything on the computer as to where it is at or how to open it. The device is a storage device with photos. It also does the same thing with my phone. I hear it, but nothing opens or comes up anywhere.
Thanks for any help, it is very appreciated. And again, sorry this computer is all new to me.

Does the external drives light go on when you plug it in ?

Go top menu bar of device manager and under view, show hidden devices.

In device manager under USB serial bus controllers any yellow exclamation points?
Under Disk drives check if drive is listed or any exclamation points, if listed righ click and select properties see if any message if device working properly.

Have more then one USB port you can try ? Heard sometimes dust and dirt can affect this.Use compressed air to spray in USB port.

Sometimes it does take awhile with a new device to install, check action center for messages.
No popup message from the notification area at all when plugged in?

Could be a bad port or old, missing or corrupt drivers.
