Make a new drive without using windows c space?

Not clear what you mean here

Do you want to "Clone" the drive, move "C" to a new drive, resize "C" partition or what.

I'm still not understanding what you want to achieve. You can use a disk imaging software to make a backup and then restore it to another hard drive. This shouldn't impact the computer and speed will be whatever the new hard drive can provide.

What exactly are you trying to do, because I don't think moving from 1 hard drive to another hard drive is what you are looking to do.

New partition maybe? If so you need free space to do that, if none exists you will have to shrink you C partition to make space. Another option is to add another hard drive to your system.

You don't "Create" a Hard Drive, it's a physical object, you get one from store or other place, connect it to/in the computer with appropriate cables and than use it at will.

Assuming you have a drive that is currently partitioned as one single partition referred to as C:, then no, there is no way to create a second drive without shrinking C: UNLESS there is some unallocated space on the drive that is currently not being used. If there is no unallocated space on the drive then the only way to add D: without shrinking C: would be to add a new physical drive.
