Issues with SD card reader

below is a link to a YouTube video, (brief) i made to explain my problem. the sd card reader does not work unless i first restart the computer. i have auto play to auto play all devices. the cards themselves are fine. this started when i upgraded to the latest version of 8.1......

Have you tried removing the device completely from Device Manager and then letting Windows re-install the drivers upon restart? It could trigger something. Was it working on the original Windows 8? (i.e - not 8.1)
