Need A Way To Turn Off New Hardware Detection

Does Anyone have an idea to turn off the detection of new hardware? I have almost all services turned off and it keep detecting a secondary monitor. I'm using an ELO 3200L with a dual core computer module windows 8.1 Pro with all current updates. I try disabling the secondary monitor and it just installs it again, I even disabled all monitors, and it install 1st monitor and second monitor. I also then deleted both monitors and windows just keeps installing them both.
Somehow windows detects a second monitor, installs it, the it will disappear on its own, then it will install it again, sometimes it will do this every 5 or 10 seconds. I figure if I can turn off "New Hardware Detection" This would solve the problem.

Obvious question, do you have a second monitor connected? Turning off new hardware detection is only going to cripple your system. What are you connecting to the ELO 3200L, laptop or desktop PC?

Thanks for the reply, nothing is hooked up to the unit externally, the ELO 3200L is like an All In One (AIO) except you purchase the computer module separately. If I have my "Device Manager" window open, I can watch as a Second monitor is added, then deleted.

Your only connecting one video cable right, VGA or HDMI?

Could it be a setting in the Charms Menu or Display settings,
