"Can now be safely removed" message no longer appears

Another Windows 8.1 mystery:-

When I eject a USB device the "Can now be safely removed" message is not displayed.

Obviously some update has caused this, but which one?

May have something to do with the notification are icons being unticked. Try putting a checkmark to it.

Nope it's not that.

Have "Show notifications and Icons" set for everything

Mmm strange, I don't know what's causing it, but I have all the latest updates installed and it still works properly for me. Do you have any third-party Windows 'tweaking' software that could be disabling balloon tips / balloon notifications?
