Solved USBs do not work until Windows 8.1 log in screen shows

This is troublesome for a number of reasons.
Can't access BIOS/CMOS.
Can't go into Safemode.
And sometimes, it takes a good 30 seconds after Windows 8.1 log in screen for me to be able to use USB devices. I say USB devices, but what I really need is my keyboard and mouse. Neither work.

Is the kebd & mouse wireless - I have a wired kebd, no problem with UEFI / BIOS settings

Tried disconnecting every other USB. No luck.

Yes, it used to. The computer is new, and was built by me. I changed BIOS settings, and that is actually the reason i'm trying to get into BIOS, to reset them. The BIOS settings are by MSI, by the way, and I changed them to a setting called 'fast boot'.

What does the event viewer say. Especially the events 101ff.

What is events 101ff?

I found something in the events viewer that may be related: "Windows failed fast startup with error status 0xC00000D4", relating the change I made in the BIOS settings.
Also, "the driver \Driver\WudRD failed to load for th device SWD\SensorsAndLocationEnum\LPSensorSWDevice"

Alright! My link above worked. :)
Had to run as admin, but it worked, and boot the pc into BIOS settings, and from there I was able to return BIOS settings to default. This returned the keyboard and mouse functionality during start up!
