its a commercial Laserjet 5m win 8.1 lists a driver all checks say ok prints HP test sheets no print from an app but prints error message above instead

The PCL XL error is printed from the printer because the Laserjet 5 does not support the PCL XL protocol. You would have to find a PCL5 compatible driver.

Here is the download page for the Universal Print Driver PCL 5. It should work for your LaserJet 5 series. There is a 32 bit version and a 64 bit version for Windows 8.1. You will have to find out which version it is and download the appropriate version.
