Can't disable driver signature enforcement, Windows 8 x64

Help!
I cannot disable driver signature enforcement
I have using CMD, by bcdedit.exe , still not working (bcdedit /set loadoptions DISABLE_INTEGRITY_CHECKS & bcdedit /set testsigning on ) even after running CMD as Administrator

Also, i have disable driver signature enforcement by setting ( general-advanced setting- etc)
Still no effect

Can anybody Help me?

    Even it was only 1.7Ghz Processor, it can run AC4 without Lag :D
Still not solved yet..
PS : i'm using Windows 8 x64 OEM Version, so, i can't fix this problem by using new OS.
