Wd External HDD Not initialized

I have an Asus Vivotab Smart running full Win8.1 and a Western Digital My Passport 2TB external HDD. The hard drive works fine on other computers running 7, 8 and 8.1. The tablet can read other hard drives fine as well. But this one hard drive will not function on just the tablet. I've tried deleting the drivers and letting Windows reinstall them as well as installing the latest drivers from the WD site. I've tried using a different cord, a different adapter and other USB devices on the tablet. The HDD shows up in Devices and Printers when plugged in but not Explorer and NOT Disk Management at all. Now if I delete the drivers it appears in Disk Management as an offline and not initialized drive, no drive letter. I can't initialize it and trying to set it to Online results in an an I/O error. When i unplug it and plug it back in Windows appears to be reinstalling it, but then it's back to not appearing in Disk Management at all.

This occurred when it was just Win 8. I upgraded to 8.1 and it worked for about 8 hours. The drive installed and functioned 100% after upgrading to 8.1.....and then just stopped working again. Same issue. Again, the drive works fine in every other computer I connect it to. Every other drive and USB device works fine when connected to this tablet. Just this one drive on this one tablet refuses to initialize.

Any ideas?

Tablet might not have enough power thru USB, smaller devices could work and this one is probably pulling too much. If that's the case you can connect it thru an USB splitter with it's own 5V power supply but that won't make it as portable.

The thing is, the problem tablet/drive belong to my buddy. I actually own the exact same tablet and hard drive myself and it works perfectly. Exact same setup in every way. Same tablet, same cords, same OS, same model drive, same adapter etc. Mine works, his doesn't. But only that one drive with that one tablet. Change any of the pieces and it works fine. Different drives work, his drive works on laptops, PCs, my Asus Tablet, etc. I can't figure out what the issue would be as I can't isolate one particular thing that is causing issues across the board. I can't replicate the problem anywhere. It's restricted to that one HDD on that one tablet.
