I have a DELL Inspiron 15 3521 running Windows 8.1 x64. Whenever I wake up the computer after hibernating my webcam is not working properly. A yellow exclamation mark is shown on the entry "Intel 7 Series/C216 Chipset Family USB Enhanced Host Controller - 1E2D" under USB Controllers in Device Manager. Please help.

First make sure you have the latest drivers from Drivers & Downloads | Dell US

Second, check that you have all windows update.

If the problem persists : Control Panel > Device Manager, find your Webcam then Right Click > Properties > Settings > Power Management > Uncheck Allow the computer to turn off this device.

If this doesn't fix it follow this (still applies to windows 8) : How to troubleshoot USB device problems that may occur after a PC that is running Windows 7 or Windows Vista resume from sleep or from hibernation
and Changing USB device behavior when resuming from S3/S4 - Vista knowledge from the OEM team and others... - Site Home - MSDN Blogs

Thanks a lot! Changing the settings on Power Plan settings worked. So far so good.
