Just for a test, try disabling fast startup and boot a few time thereafter. Also, have you updated your bios lately?

Having fast boot enabled may be creating a hybrid sleep state when you shut down. With is disabled, your bios may be reading it as a full shutdown. So, right now, I can only assume your shutdown is emulating a shutdown similar to Windows 7 and I really don't know how to tell you how to set your bios (eg, select which sleep state if you have that option) to keep both. Maybe someone else, familiar with your specific mobo, can help from here. Good luck.

I have the Asus Crosshair IV Formula. I had to set the EuP setting to enabled to turn off USB power in Windows 7. Now in Windows 8.1 the setting has no effect, it just stays powered on. Has anyone resolved this? I have a USB 3 external drive running inside my case and it doesn't want to turn off. The LED is flickering constantly through my case window! :( Microsoft what did you do?
