I have 3GB usable out of 4GB but my laptop is old and it is due to the restriction by Acer's BIOS, your system seems new and have no idea why it's allocating 13GB for Hardware reserve. Let us have the full system spec.

I'm wondering if you have an issue where your RAM has some sort of compatibility issue with you mobo. In many of these cases, the memory can be recognized but not actually used. An example of this might be where you have installed an 8GB module into a memory slot that only supports up to a 2GB module. Another example might be where one has installed a double sided module in a mobo that only supports single sided modules.

So, give us your full specs (as originally requested by brummyfan) including your memory specs and configuration or just download and run "speccy" and post that report.

You might also want to check to make sure that each module is securely installed in their respective slots.

Do a test
1) Remove some RAM and see what happens.
2) jiggle around the RAM modules.
3) check in the BIOS that the BIOS actually SEES the full RAM -- windows reads the data from the MOBO - not the BIOS - so while the MOBO might say 4 slots full the BIOS will only allocate say 4GB.

Windows 8.1 is very efficient on RAM usage -- you should get something like mine with 16GB RAM

Good suggestion Jimbo45! The old "try one stick at a time" might yield some interesting results here.

Since you never mentioned that fact before, it was previously unknown, and it could have avoided all these guesses. So, the only logical solution is for you to return it for an exchange or refund. Good luck.

Agreed. Return the new PC for a refund or exchange while you are still able to. It should not be like this out of the box.
