Preventing windows 8 from enabling touchpad on logon

I'm always using a mouse... so I keep my touchpad disabled with the hotkeys so I can type and work without the risk of pressing touchpad.

But each time I logon, or bring my pc back from sleep, windows turns my touchpad back on... this is really frustrating.

Is there a way to prevent windows 8 to turn my touchpad on each time I login?
My notebook is a lenovo b590.

Depending on your touchpad make and drivers you should be able to turn it on/off through the mouse properties in Control Panel.

    Asus RT-AC56R dual-band WRT router (Merlin firmware). Intel 7260.HMWWB.R dual-band ac wireless adapter.
If that doesn't work, try this: Open Control Panel and start typing " mouse" in the box at the top right. On mine it will show a mouse icon at the top left side. Double click the mouse icon and it will bring up a box with a tab for Touch Pad settings where you can disable the touch pad. That's the way it works on mine.
