PC won't boot making cycle of whirring noises

Basically my PC has always (last few years) randomly just shut down after I boot it up or freeze, but after the initial few resets it would be fine until I turned it off. Today it did it's usual of freezing up (at login) I held down the power button then waited then turned it back on, but instead of turning on it just kept a black screen and kept whirring in a cycle. Long (fan) brrrrrrrrrrr fade down then shorter one then back to long. I've tried turning it off at the plug leaving it and then trying again but no luck.Specs taken from half a year ago or so, all same I think except it's Windows 8 now.

A friend said to remove the cmos battery and turn on off then put back but still no luck
