I'm installing a new toshiba 1 TB external hard drive & it is formatted NTSF.I'v all ways heard you must format high capacity drives to fat 32.Which is correct & why

You can do it any way you like - The Drives may come FAT32 formatted for use in MAC. All of my external drives including my 2 TB WD backup are NTFS. If you keep em FAT32 you will not be able to use Windows File Recovery on that drive.
