enable tablet mode in touch system

hey. i have windows8 , and a USB touch panel (not multi-touch).sadly, windows 8 dosent recognize it as a touch panel. instead, just as a mouse. i cant use any of the gestures of the windows 8! in control panel, there is no such thing as "pen and touch" options... so i was wandering, is there a way to enable the pen and touch in windows 8 ?

Windows has to see it as a touchscreen. Usually, you need Wacom drivers for Windows to see it as a touchscreen.
The drivers would be written by the manufacturer of the touchscreen itself. You could do a search in Google for the
make/model of your monitor with Wacom (Sony 1234 Wacom drivers - for example) and see what you can find.

Not all touchscreen will be enabled by Windows as a touchscreen, only as a mouse.
