I thought that the Kinect device had that capability built into it all ready for use with your TV + Skype.

That is for Xbox I think. I replied for using Kinect with Windows 7/8 PC.

Ahh...misread that all the way...

So is there a reason to use the Kinect device as a webcam on the PC vs using an actual webcam for the PC?

Can't see any strong reason. But in case you don't want to buy a webcam, or you want to use depth output (who wants?! :D), or IR output, then you can use Kinect,
Also some of robot designers may use it to stream data from Kinect to an other PC. I seen one person who wanted to use Skype to see what his robot can see.
Or if you are a developer and want to use DirectShow output instead of dealing with device directly you may want to use my app.

I tried the same video you used.

It seems that you need to activate it through System32 command rather than C:

Try this:

Run Command Prompt as Admin
Type regsvr32 <Filepath INCLUDING KinectCam.ax>

It should say

"DllRegisterServer in <Filepath> succeeded."

I had the same problem as you, this other video is much more useful and easier, (That is where I got this from)
