Unable to REMOVE Bluetooth mouse

I registered here, because I've tried to Google this issue and can't find ANY instance of a situation like this.

I was having the issue where windows 8 randomly disconnects bluetooth devices, so i tried to remove then reinstall it.
when trying to remove, after a while, it comes up with a message saying "Unable to remove device".
so I go straight to device manager and uninstall my mouse from there. it works. I go back to the windows 8 show bluetooth devices menu and the mouse is still there. I hit remove and it works.
Now when i restart my computer its BACK in both device manager and bluetooth device menu.
I just want it off and gone.
Any help would be very appreciated, thank you.
