Touchscreen Scroll vs Drag?

I'm on a Windows 8 machine with a touchscreen monitor. Everything has been working great, but I just tried opening up Flash (CS4) to try making some quick animations (doodles, I know I shouldn't try actual art with a capacative stylus), and I realized I couldn't because Windows would randomly choose to scroll in the document (because it sensed I was trying to drag it like that) as opposed to click and draw. Still, the fact that it switched between drawing and scrolling made me wonder whether or not this behavior was controllable, or if I'm stuck with the annoying scroll problem indefinitely. If anyone knows how I can go about intentionally "clicking and dragging" with a windows 8 touchscreen, it would be very much appreciated.

I just bought a Logitech Touchpad. Logitech implements drag and drop using a double tap then drag. Works great. Not sure if there is something similar on the touch screens.
