How can i hide one taskbar on the main monitor and on the 2nd monitor to not be hidden?
Also how can i put on both monitors the notification bar with the time also?

I'd have a look at Actual Multiple Monitors which does much of what you want on Win 7 for me.
I haven't tried it on Win8 yet though.
