Solved Lock screen picture change not taking effect?

I changed the picture for my lockscreen, but it is still that ugly abstract thing. Not sure what to do.

Thats a very common problem with Windows 8 users, before we start i just need to ask you one question:
_Change your account picture and see if it changes and tell me the results.

Are you referring to your lock screen or the default lock screen that didn't get changed. Double check below to see if this may be the issue. :)

In Windows 8 and 8.1 there are two "Lock" screens.

The user lock screen is the one that displays when a user locks the PC while still signed in to Windows, and when the user is selected on the sign in screen, times out, and returns to the lock screen. Each user is able to change their lock screen background image to an image of their choice.

The default Lock screen image is the one that displays when there are no users currently signed in to Windows or selected on the sign in screen.

I don't know. It's the lockscreen that comes up when signing out and signing back in

Right then, open Registry Editor.2. Now go to following key:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Explorer\Desktop\NameSpace
​
3. Now look for a key {B4FB3F98-C1EA-428d-A78A-D1F5659CBA93} under NameSpace key. If it exists, click on it and in right-side pane, check the value of (Default). It must be set to Other Users
If the key doesn't exist, right-click on NameSpace key and select "New -> Key" option. Now set the new key name to {B4FB3F98-C1EA-428d-A78A-D1F5659CBA93} and in right-side pane change value of (Default) to Other Users.
