TaskBar and windows look more opaque than they should

I recently bought a new laptop and for some reason the taskbar and windows look more opaque than they should. This doesn't really affect anything but it really bothers me just looking at it. I've tried formatting the computer and installing all the newest drivers from the toshiba site but that didn't work. I think the problem is that I somehow need to enable windows aero theme but I can't.

    Currently I'm on windows 8.1
The specs of the laptop are:
    i7-4700mq / hd 4600 graphics
    8gb ram
    1tb hdd

Have you run W8 before? I think that looks fine, your background doesn't have much so of course it isn't very distinctive.
Also, did you put the white things there on purpose?

    There's no Aero on 8.1.
