Add or Remove Item from “New” Context Menu Windows 8.1 Pro

I have spent enough time googlin, I give up.
My best guess is, this is a recent update change.
I dont recall ever having the option to create a new contact or journal document which is nice, nor do I know what program I may have installed that did this. But I would really like to know, how I can replace new bitmap image option in that space.
I learned that context menu is relevant to in what context we are referring. In this case, right click any blank space either on your desktop or in a folder and hover over new. The option for a new bitmap image does not appear in the New Item toolbar anywhere in the Pictures Library either. I recall being able to right click a blank space in most any folder and create a new .bmp image file.
Where did it go?
Better yet, how do I get it back. mspaint.exe exists where it is supposed to and sfc /scannow yielded no anomalies. Typical online suggestions for how to tweak the registry dont seem to apply to windows 8.1 pro.
Again, I dont think my windows is broken, just changed.

I saw that, downloaded and merged.. thats when I took notice of new contact and journal document. restarted and still nothing. Manually tried to add stuff that was recommended too.. no joy.

I've made so many changes, including trying a system restore point too.. this image shows what it has now.
What should it look like?

This (image) is what I believe it (the zip file) does (did). It is the same manual recommendation I read on other sites for this issue.
So far, no joy.

again, I tried that already.
merge.jpgrun.jpg
nothing seemed to happen.
It has been suggested to make changes to the registry. Both locations HKEY_CLASSES_ROOT/.bmp and to add .bmp to
HKEY_CURRENT_USER/Software/Microsoft/Windows/CurrentVersion/Explorer/Discardable/PostSetup/ShellNew/Classes

.contact.jnt
.library-ms
.lnk
.bmp
.rtf
.txt
.zip
Folder

But, as I have tried this method various times as admin and having restarted, still nothing.
There must be another technique to apply. ie re-install mspaint.exe !??

In that case, you could see if doing a system restore using a restore point dated before this happened can undo and fix it for you.

I tried one already. It is difficult to imagine when this happened. I would hate to hunt and peck around as many programs are affected no matter which available restore point I pick. Also, it takes too long. Something so simple as editing this "New Context" menu especially with what are thought as to be stock programs such as mspaint.exe, should be readily easy and take a few seconds to modify. Disappointing is how advanced an OS this is, yet it constantly needs updates and things like this are lost. Any online help from microsoft website(s) always seem to miss the mark. These sites are seeming designed for someone who has a perfectly running OS and who has never seen a computer before.
Thanks for all your attempts admin, maybe someone else will have found the answer and post it here for us someday soon.
PS: do you run windows 8.1 and can you create a new bitmap image in this way?

Yep, I have no issue creating a new .bmp image from the New context menu.

However, I'm not sure how useful it is since it's basically just a null image. If you like, you could create and save a new .bmp image using mspaint.exe.

lol.. yes a work around.. thing is, I constantly create new folders for images (I have dozens) and needed to be able to right click and create a new image file in each as I go. That way I can always right click the new image file inside any of those folders and select edit. Then paste from my clipboard and save as new file name in that same folder. Computing has always been about saving time. This seems to create an extra few steps in the process I described. I never had new contact and new journal document available to me before this happened. Two steps forward one step back. I may never actually use either of those two shortcuts let alone as often as I did the new bitmap image one.
Under HKEY_CLASSES_ROOT there seems to be everything from A-Z. I feel there must be another method for editing this new context menu item than in this location. (*Although the changes I make here do stick)

As one site suggested
HKEY_CURRENT_USER/Software/Microsoft/Windows/CurrentVersion/Explorer/Discardable/PostSetup/ShellNew/Classes

.contact.jnt
.library-ms
.lnk
.bmp (*this addition doesnt stick after a restart it is gone)
.rtf
.txt
.zip
Folder

I am unable to permanently add .bmp to this list. Even run as administrator doesnt keep it there. After a restart it is gone.

I suspect the context menu is hijacked by photoshop or adobe. What I did was find the default reg file for the extension and then merged it into the registry. Then log out and log in again. I actually use the file from sevenforums.com but it seems to fix the problem. Check it here Default File Type Associations - Restore - Windows 7 Help Forums

p.s. I didn't compare the difference between the default reg file and what's on my PC before merging, so lost opportunity to track the culprit. Anyway, no more headache. I tried virtually all other ways before merging the default reg file. I did managed initially making a "workaround" with the code below. This put "Create new bitmap file" menu on the right click context pane with a mspaint icon.

Windows Registry Editor Version 5.00

[HKEY_CLASSES_ROOT\Directory\Background\shell\Create new bitmap file]
"Icon"=hex(2):43,00,3a,00,5c,00,57,00,69,00,6e,00,64,00,6f,00,77,00,73,00,5c,\

61,00,69,00,6e,00,74,00,2e,00,65,00,78,00,65,00,00,00

[HKEY_CLASSES_ROOT\Directory\Background\shell\Create new bitmap file\command]
@="C:\\Windows\\System32\\mspaint.exe"

This is too coincidental to be a coincidence !

This is my first post. By title, I searched for the appropriate location to submit my issue. I chose this location "Customization." The post I found at or next to the top is a reply from a post last entered 4 years ago. The recent poster had a solution to an issue that had gone dormant for 4 years ! Subject ? Conceptionally, exactly the same as mine.

Problem is, the poster reizaal is far more sophisticated than me for me to use the same solution. I don't understand it. FWIW, here is my problem...
_______________________________________________________________________________________________________________________________________

In Windows with every version is the ever present My Documents morphed into being labeled in later versions of Window, "Documents."

My version 8.1 "Documents" includes a folder I labeled 2018 Stock Trades which contains exclusively Open Office Writer files that I originated, and I add to that are labeled the current day's date.

My daily method in originating files is to begin with opening the 2018 Stock Trades folder, right clicking on a blank space to have appear a drop down menu, moving my cursor over "New" in order to have appear a drop down menu that allows me to choose Open Office text, rich text document, or text document. As described, I select Open Office text. This results in adding the latest icon to my growing list of daily icons which are each labeled that day's date it was created. Left clicking on a newly added one opens a fresh Open Office Writer that I can record my trades for the day.

Yesterday, the Open Office offering disappeared from the "New" list while the Rich text document and the text document remain. I have not been able to find how to add it back to the New list in order to allow me to select it.

There is a section on the ribbon labeled "New" and includes a "new item" icon. When clicked, a menu occurs that offers "folder," "short cut," "bitmap image," "contact," "rich text document," and "text document." There is no visible provision for adding to the "new item" list.

How can I return Open Office Writer to the list ?
