Taskbar toolbars and notifications resetting on shutdown

So i'm having problems keeping my taskbar toolbar icons and settings the same. It seems to reset everytime I turn off my computer.

In case you're not entirely sure what Im talking about,

When i restart my computer it reverts back to this: http://i.imgur.com/EXNqxSK.png

It should remain the same as I've done this for more than a year now on my Windows 7 PC. Any help is greatly appreciated!

Sorry before I thought the issue had been solved but they only seem to change/disappear when I do a complete shutdown. Also this happened on both windows 8 AND windows 8.1 (Happened to me before and after i updated :/)

Oh yea also no third party software (unless acer stuff does it?) can do this because I just bought my laptop and did a fresh install of win8 after I had some weird issues with network stuff.

To me it looks like the touch keyboard and input indicator keeps coming back and burying your custom toolbars.
Disable the touch keyboard in Taskbar Properties and hit Apply and OK,
disable the input indicator in notification area settings and press OK.

edit: Wow Nevermind! Sorry when you do a full shutdown my icons and notifications reset. When I did it before a only restarted. Still need help thanks
