Add a delay to hidden taskbar?

Is there a way to add a 5 second delay to my task bar when it is hidden? I am on Windows 8, not 8.1. I keep my task bar on the right side of my screen so when I need to scroll in my browser it's constantly popping up. I've tried changing it (taskbar) to the left side and top and bottom, but I really prefer the right side. Any help would be appreciated.

2000 ms does a good delay.

I tried setting it longer but it wasn't designed for 8.1 Pro. :(
2 seconds works pretty good.
I haven't tried Compatibility settings yet.

I tried compatibility settings & still couldn't get a longer delay than 2000 ms.{2 seconds}

I like it though. :)

It is enough of a delay to keep the Taskbar from popping up accidentally.
