Windows Explorer Ribbon

In Windows 8/8.1, why is the 'Contacts' folder the only folder that doesn't have the 'Ribbon'?

That's a very good question but I don't think anyone here knows the answer. I guess the people at Microsoft decided that it has a low priority for the 'change' to a Ribbon. Or perhaps it's on the list to be phased out.

Near as I could figure the folder is set up to associate itself with an email client thus disabling the ability to make changes to it, but I could be wrong. Curiosity is all but thank you for the reply!
