Two finger scrolling doesn't always work

I recently got a new laptop with Windows 8 and upgraded to Windows 8.1.

I absolutely love the two finger scroll feature. It's very convenient in web browsers and the start menu. However, it doesn't always work, and I can't find a trend for when it works. It simply works sometimes and not others.

Where can I configure the settings so that I always have two finger scroll?

Thru playing around I found that 2 finger scroll won't work if one finger starts off of the edge of the pad. Make sure that both fingers plant on the pad itself when starting a scroll. I operate my pad with my left hand and I had a lot of trouble accidentally hitting the left edge when I first got win 8. I long ago disabled whatever the left edge swipe was. The same might be true for the right edge for right-handers.

Currently 2 finger scroll is reliable for me. I guess it could also be a driver issue with your particular pad.

Is it Synaptics or Elantech touchpad? if it's Elantech you could try a different driver and see whether it fixes the problem. If you have Synaptics, try disabling the feature, reboot and enable it.

Question, is it a Toshiba laptop?

Second, I'd recommend switching out to normal edge scrolling, where you have the left and bottom edges of the touchpad used for scrolling.
