In Windows 8 there are two "Lock" screens. One used that is set by a user when they are signed in. The other is the default image used when there are no users signed in.
However, you are normally only able to change the default lock screen background image for all users in Windows 8 Pro, Windows 8 Enterprise, or Windows Server 2012.
