This had annoyed me for a while, and a friend of mine eventually figured out a way that doesn't require a third part tool. Since this was one of the first hits when I googled this, I figured I'd write up the explanation in case someone else needs it:
Steps:
- Right click the task bar and unlock it.
- On your primary monitor, click and drag your task bar to the second monitor. This will make the task bar previously on your secondary monitor (the one without a clock) jump over to the first.
This is so simple there's not a snowballs chance in hell that I'd thought of it myself.
Edit: Of course, if you want the clock on both, this won't help.

I don't think that works with the Start Screen. And Windows 8 I do believe allows you to have taskbars on both screens, not that you'd want to use Windows 8 in a dual-screen environment.

Display fusion the multi monitor program puts a clock on each task bar, you can customise what is shown on each of the task bars.
