SendTo > SendTo - how does it work?

For many Windows generations I've made a shortcut to my SendTo directory and put that into the SendTo directory. This has given me an ability to add anything to SendTo by simply choosing right click > SendTo > SendTo. This procedure, however, does not seem to work with Win 8.

I've only tried it with notepad.exe, but if that doesn't work, I don't expect much else to either. Suggestions / comments? Thanks!
