How to change icons in Win 8 64bit

Does anyone know how to change default icons for .exe files and folders in Windows 8? All the guides I read say to use IconChange or Resource Hacker but neither are working. Anyone have any tips?

If this what you are after is to change a folder to a picture, then right click, properties click the customise tab, you will see change icon click that.

Icon changer, changes the default pictures used by windows. For e.g in computer tab the items on the left can be changed from default to another picture chosen by you. It works on mine.
