I would install again... if you installed booting from the DVD or even if you installed from within Window 7 that may be the way to go. If you have problems again try to download the ISO again, but check your ISO hash before downloading again.

If I understand you correctly you system came with win 7 and then you installed win 8. Your restore (unless you created a WDP one) was win 7 and cant be used.

If you have win 8 you could try booting from it and doing a repair install.
