I just now noticed something VERY spooky.
In "C:\ProgramData\Microsoft\Windows\Start Menu\Programs" there's a shortcut icon
that opens the "Control Panel" app on the Desktop (in the "All-Items" view).
The shortcut itself is called "PC Settings" and looks like the Settings charm, which doesn't do the same thing.
That's weird enough already, BUT......
In copying the shortcut to other folders, I found that sometimes (depending on where I copy it to)
the system gives the copy a different name!
Here they are, the original and the copy:
