Until you have installed a genuine copy of Windows, I am not allowed to help you.

Why can't I receive assistance if the previous owner never purchased a genuine copy? I don't understand how that should fall on me?

I currently don't have the funds for a genuine copy and really need to get rid of this BSOD.
Can there be an exception in this case?

The answer is literally above your post for your 1st question.

No exception, if there was an exception another person would also want an exception and so we can keep going until that rule could be removed as everyone was getting an exception.
