2+ minutes to Restart followed by BSOD

I swapped motherboards and I'm of course having issues with drivers. I've been able to do this before, but this time something I haven't seen before is making things difficult.

System:
ASRock Z97 Extreme6 mobo
i7 4770k CPU Windows 8.1
16GB Gskill Sniper DDR3 1600
Nvidia GTX 980

I updated all drivers for the new motherboard.
All USB peripherals except keyboard and mouse are disconnected.
Onboard audio, wifi, and the intel ethernet port disabled in BIOS
No issues shown in device manager

Here are my problems:

-All installs of software hangs if it's not the first after starting windows up.
-Uninstalls will also hang.
-Restarting windows takes over 2 minutes followed by a BSOD with Driver Power State Failure warning (dump below)
