pc crashes before login

Hey guys i have windows 8.1 and recently i had problem with my amd drivers. they stopped responding and i had to remove them and install again. Also i had a fixed corrupted files with dism/online/clean image/....
the problem is when im turning on my pc after i turnded it off he after the bios and the windows 8
symbol my screen stays black only with the mouse marker and after couple of seconds i see some blue screen ( i added picture) and the pc turned off. after i turn it on again his running fine but if i turn it off by myself and then turn it on the problem returns. sorry for my english i hope someone can help me. thanks!

    One Samsung 1tB drive - 5400 rpm. Gonna switch to a 7200/10000 rpm or an SSD (if I can find $500 for a 1tB SSD!)
