[BSOD] on Startup: IRQL_Not_Less_Or_Equal

Hello.

Two days ago I installed a driver for my Rosewill network card.
Here is where I got the driver (n900pce_win8_10.0.0.75.zip as I am running Windows 8.1 64-bit Enterprise).
Unfortunately, the driver is somehow incompatible. After installing it, I have been getting the IRQL_Not_Less_Or_Equal error mentioned in the title. I know I could easily fix this if I could get into safe mode, but I can't! When I boot into safe mode, I only get a black screen. No cursor, nothing. Just a black screen. I've tried Googling why this happens and I've also tried using various commands with the Command Prompt from the Advanced Options menu but I haven't had any luck.
Apologies for my not being able to upload any sort of data with the tools mentioned in the sticky as I cannot log in to the PC at all.

Can anyone help me?

Do you have a windows 8.1 installation disk or a did you make a recovery disc.

Windows 8/8.1 bumps into a black screen after it boots, forcing them to restart. This could certainly be an issue of incompatible updates of Windows itself as well as device drivers, corrupted device drivers. The prescribed solution is to be initiated through safe mode, but as Windows 8 does not boot into safe mode in a usual way, you may need its installation disc.

• Insert Windows 8 installation disc and restart your computer
• Choose Keyboard & Language options and click Next in the setup box
• On the next screen, click Repair your computer
• In Choose an option interface, go for Troubleshoot and then Advanced options
• In Advanced options, click for Command Prompt and access system drive (For example C
• Type the command line BCDEDIT /SET {DEFAULT} BOOTMENUPOLICY LEGACY and press Enter
• Type Exit and press Enter to restart your computer
• Now you will be able to use F8 key for displaying Advanced Boot Options

I am using a Windows 8.1 Enterprise installation disk. I have already completed the steps you've quoted, my problem is that I have access to Safe Mode, but when I boot into it, I only get a black screen with no cursor or any sort of indication.

i had this problem when i uninstalled eset using their uninstaller. after uninstalling eset antivirus i kept getting a blue screen crash that said IQRL_NO_LESS_OR_EQUAL. what i had to do was use software on pc called Auslogics boost speed. i believe you can a can do this with just a free trial but i paid for my software because the other functions work good as well. here is what i did.
1: if you didn't uninstall eset yet then skip reinstalling eset.
2: download and install auslogics. when installing only let it install the software not internet tabs because it has to much secutity.
3: then you must boot your pc into safe mode.
4: then open auslogics and click on the all tools tab.
5: on the left side click on disk management.
6: then click on uninstall manager.
7: wait for it to load installed software and then right click on eset smart security.
8: click on force remove.
10: it will begin to uninstall but will stop and say which files it cant remove now stop right there and leave that window alone
11: on the main auslogics window press locked file manager.
12: on the bottom search bar type eset. unlock and unlock all of the file clicking ok on all.
13: then go back to the window that uninstalling eset and it should have finished the uninstall itself
14: now you have to restart your pc.

what i figured out was eset was latching onto some file and locking to them so that when you uninstall eset it takes important windows files with causing the blue screen crash. so i had to unlock the files. then i installed a new antivirus program and have not had the problem again. hope this helps.
