Hello There!
Yesterday I formatted my notebook and installed WINDOWS 8.
I installed the drivers that I found on the website of DELL (ftp.dell.com); okay here until time to install the driver for the AMD video card RADEON HD 7450, when it starts to install the graphics driver gives a BSOD with the description "DPC_WATCHDOG_VIOLATION" I tried to manually install (Device Manager) and says that already installed the latest version.
I will upload a .RAR WITH the log of the "SF Diagnostic Tool".

Looks like a mixture of software/hardware issue.

Please update these older drivers. Links are included to assist in looking up the source of the drivers. If unable to find an update, please remove (un-install) the program responsible for that driver. DO NOT manually delete/rename the driver as it may make the system unbootable!

That is an old problem.
Now i got a Strange Problem with my Video Card.
Her is a AMD Radeon HD 7450M, i erased all the driver files and used the uninstall option on device mananger, and my radeon transformed in a AMD Radeon 6400 Series (Enginnering WDDM 1.0).
AMD are helping me with this.
I will try the steps you gave here.
