Windows 8 Randomly Freezes

I know this isn't an actual BSOD issue, but I didnt know where else to post - so perhaps point me in the right direction if I cant find help here.
I have a brand new Dell XPS 12 ultrabook (bought three weeks ago), and I am loving the computer and operating system other than these random freezes that are occurring.
Periodically, all my applications will freeze, it seems that they are becoming unresponsive. This is most obvious when I am watching video, because the entire video will freeze for generally around 10-15 seconds. I can still 'swipe' to access desktop and change windows, however, every application itself is unresponsive for this amount of time. Then everything starts functioning normally again. As far as I can tell, it is completely random when the freezes occur. Sometimes I will go hours without experiencing any problems. Other times it will freeze every 2-3 minutes.
I did a complete reinstall of Windows 8 to get rid of the preinstalled junk that Dell included in the install. I also performed all the windows updates and updated all the major Dell drivers for my computer. So far nothing has helped.

Please do the following:
- open Event Viewer (eventvwr.msc)
- expand the Custom Views category (left click on the > next to the words "Custom Views")
- right click on Administrative Events
- select "Save all Events in Custom View as..."
- save the file as Admin.evtx
- zip up the file (right click on it, select "Send to", select "Compressed (zipped) folder")
- upload it with your next post (if it's too big, then upload it to a free file-hosting service and post a link here).

Make sure that you're using the laptop on a hard surface - with a cooling pad if possible.

How did you reinstall Windows? A Refresh, Reset, or from a set of recovery disks or a recovery drive?

How do you connect to the internet (wired/wireless, cable/dsl/other, etc?)

    One Samsung 1tB drive - 5400 rpm. Gonna switch to a 7200/10000 rpm or an SSD (if I can find $500 for a 1tB SSD!)

Tried another reinstall of Windows 8 (thinking that perhaps a program I had downloaded since the reinstall was the culprit) but it did not fix anything. Freezing occurred fresh out of the reinstall, and even after I did full Windows update and Dell driver updates. I reinstalled it just by searching reinstall in windows, then doing the full system clean.
I connect to the internet through a wireless connection, assuming it is cable because I am at university.
The freezing occurs even when the computer has been shut off for hours and is completely cool, so I don't know if heat would be a problem.

I don't know if you can return the Dell, but if you can please do so ASAP.
I suspect a hardware issue (most likely the video card) - but nailing it down will take a while (and you've had this system for a while - so it may be difficult to return)

I suggest starting with these free hardware diagnostics: Hardware Diagnostics
If there's a service center near you, have them do the hardware diagnostics under the manufacturer's warranty.

Let us know which way you're going to proceed and we'll move on from there.
