Website can only support IE version 7-9

I am working in a government agency and I am trying to access a Budget and Management website but it says it only supports versions 7-9. I have IE version 11. Laptop is new. windows 8.1, 4gb ram, intel i5. any solution to this? Can i uninstall IE and install version 9 which i found in the internet or will it be upgraded anytime soon after installation? Thanks

Instead of trying what you are thinking, there is tools to emulate other versions built in to IE11,

Emulate browsers, screen sizes, and GPS locations

Using the F12 developer tools, select emulation tab then switch the user agent,

That would be a good first try.

Internet Explorer cannot be downgraded to a version prior to what the OS was released with. Windows 8 was released with IE 11 (the most recent version) so that is the only version it can use.
