chrome problem

The last 2 days when I've started chrome it won't open. For several days before that when I would start it up quirky things would happen like my window would be small instead of full screen, the chrome theme would be different, It would not open to the home page, etc. Today when I clicked to open chrome the timer spun as though it was going to open then all the desktop icons flashed and that's all. I've tried to uninstall but a message comes up saying I have to close all apps before uninstalling when there are no apps open, so I can't even uninstall. Does anyone know what might be going on?
I am using 8.1 on HP laptop.

Anvi Browser Repair Tool can be used to reset major browsers back to their respective default settings. Take heed, one can lose personal settings along with addons, plugins.
