Try first update Flash Player Plug in in the browser you are using, also check for updates to your graphics card driver software.
Another fix is while you are on a video page, right click anywhere inside the Flash Player and choose settings. Now click the first tab that says Display (look for the monitor icon) and uncheck “Enable Hardware Acceleration.”
Refresh the page (hit F5) and watch the the video again. The performance of playback in Flash Player might take a slight hit after you disable hardware acceleration but that’s obviously better than watching a video that only has sound.

This ! IE 11 ?
Did you try to reset IE11 ? A reset should take all settings for Flash back to default and should work. Another thought is try a System Restore prior to the last Windows Update or when your Flash last worked properly.
Also, what is your AV ? Could its settings be interfering ?
