Get "toast" notifications of new emails on Windows 8.1 des

I am using Windows 8 on my desktop computer. I've set up the built-in Mail app to show "toast" notifications when I receive a new email. This stuff:

It worked well until I upgraded to 8.1. Now I don't receive any toast notifications. Any idea how to fix this?

I'm following this tutorial, which is exactly what I have set up, but it still doesn't work.

It appears to be a glitch in the system even though settings are correct. Sometime it shows and sometimes not, even happening to me. Why, can't answer. Perhaps an update in the future will fix it.

Do you have a 3rd party mail app such as Mailwasher Pro installed?

No, I don't have any 3rd party mail apps.

I also don't understand why would it change. It worked perfectly and then it just stopped. Why in the sake of sanity any sensible company do this???
