Solved Windows 8.1 - Internet Explorer hidden by Desktop

In a Dell notebook, o/s Windows 8.1, from an icon in the Desktop or in the Quick Access area IE opens behind the Desktop. The tabs for MSN and another user specific opening page can be seen above the Desktop window. I could not find a way to alter this strange behaviour or find its cause.

The laptop is new and has displayed this problem previously and returned to normal behaviour without input from the owner/user. I was assisting the him when the problem recurred after a restart following the installation of TeamViewer and Malwarebytes AntiMalware.

Can anyone suggest a solution please?

I did check the situation the next day and the user reported that after restarting the display problem did not recur. He is now away on holiday and will let me know of any further problem after his return.

I will append any update thereafter.
